The Problem

The development agency strategy in Egypt 2017-2020 tackled issues such as democracy and human rights, sustainable economic development, protection and migration, and transformative agenda for gender. Approaching its mid-term, the strategy in Egypt was to be reviewed in order to provide an evaluation on whether the strategy and its implementation are on track contributing to desired impact, and relevant to the context. The mid-term review shall provide guidance on possible steering measures for the current country strategy as well as possible considerations for the next country strategy.

The Approach

The analysis was based on intensive primary desk research of recent data and reports as well as expert interviews with relevant stakeholders, partners, peers and like-minded organizations in order to validate the desk research and investigate the on-ground situation. Data visualization was accompanied by detailed analysis of each domain of the strategy and its relevance to Egypt’s current economic, political and social situation.

The Results

Delivered an updated context analysis of the strategy in Egypt vis-à-vis the context analysis done in 2015/2016 on the political context, the transformative agenda for gender, and the economic situation in Egypt. The delivered report identified the areas that need intervention within the domains of the strategy and provided recommendations of possible policy actions as well as other domains that could be considered for future strategies.
